Are batteries properly connected?
DECISION
No - Properly connect batteries. (WP 0085) Verify problem is solved. (Step 11 - Does control panel have
power?)
Yes - Go to step 4. (Step 4 - Are battery terminals corroded?)

Visually inspect battery terminals for corrosion.
