If adjustments to the governor are made while the pump is under load (pumping water), erroneous
tachometer readings will result. To accurately set the idle and no load speed, the pump should be

CAUTION
Equipment damage may occur if idle speed is raised more than 20 rpm with buffer screw. After
adjusting, also check maximum no load speed to make sure that it has not increased over 20 rpm
by buffer screw adjustment.

so that it contacts the stop lever very lightly, and
still eliminates engine roll.
